If the United States Court of Appeals for the Eighth Circuit vacates or reverses, in whole or in part and on any ground including ripeness, the preliminary injunction barring enforcement of Act 174 of 2024's foreign-ownership restrictions on digital asset mining businesses in Jones Eagle LLC v.
